Scott City Council approves package of ordinances, $8 million sewer bond and sidewalk budget amendment

The Scott City Council unanimously approved a string of ordinances and measures at its May 2 regular meeting at Scott City Hall.
Councilman Montoucet moved to adopt a series of land-use and infrastructure ordinances, including Ordinance 2024-3 (amending Chapter 32 on subdivision infrastructure standards), Ordinance 2024-5 (amending Chapter 30 to add sign standards on public property) and Ordinance 2024-6 (revisions to street lighting sections). Councilman Boudreaux seconded several of the motions; the items carried without recorded discussion.
Councilman Montoucet also moved and the council approved Ordinance 2024-4 to enlarge the city boundary to annex the Marland Properties LLC area. Councilman Moreau moved adoption of Ordinance 2024-8 and 2024-11 to add outdoor lighting standards and a new billboard provision (Sec. 40-108) to the Land Use Code; those measures passed unanimously.
On financing, Councilman Boudreaux moved to authorize the issuance of a Sewer Revenue Bond (DEQ) not to exceed $8,000,000. Jason Akers, identified in the meeting as a bond attorney with Foley and Judell, said there will be "a two year draw down period" and a 22-year term with a fixed interest rate given in the transcript as "0.95" (the transcript did not specify units). The council approved the bond authorization.
The council also approved a budget amendment of $93,960 to purchase servitudes for the Old Spanish Trail sidewalk project; Councilman Montoucet made the motion and the council carried it unanimously.
Councilman Boudreaux introduced Ordinance 2024-12 to add Article VIII (Massage Establishments) to Chapter 10; that ordinance was introduced for consideration and scheduled for adoption at the council's June 6, 2024, meeting.
On property matters, the council adopted Resolution 2024-20 authorizing the mayor to lease 605 Mills Street to serve as the Chamber of Commerce and allow civic organizations to rent office space there. The body also adopted Resolution 2024-23 accepting an Act of Dedication for Peyton Woods Phase I after Mark Savoy of Groom's Engineering confirmed the punch list was satisfactorily completed.
Two zoning variances were granted: a variance to allow more than one mobile home on a property at 216 Heide Circle (property owner Racheal Noel was present) and a 30-foot setback variance at 720 Pitt Road to permit placement of a trailer on a three-acre tract; property owner Steve Falcon said he wanted to use an existing electricity pole and pump shed. Both variances were approved by motion.
With no further business, the meeting adjourned at 6:36 p.m.
