Scott City Council adopts multiple resolutions, approves $20,000 roundabout lighting amendment

At a regular meeting Jan. 4, 2024, the Scott City Council approved four resolutions and a budget amendment that the mayor and council said will advance infrastructure, trail planning and grant administration across the city.
Councilman Boudreaux moved to adopt Resolution 2024-1, authorizing the mayor to execute a sewer servitude agreement between Double Diamond, LLC and the City of Scott; Mayor Richard said the servitude is necessary to complete Phase II of the Water Sector Program grant. The motion was seconded by Councilman Roy and the minutes record the motion carried unanimously.
Councilman Domingue moved to adopt Resolution 2024-2, approving an application for grant funds from the Federal Highway Administration Recreation Trails Program (CFDA 20.219). Mayor Richard said the grant, if awarded, would fund recreational trails along Coulee Ile De Cannes. The motion was seconded by Councilman Boudreaux and carried unanimously.
Councilman Montoucet moved to adopt Resolution 2024-3, authorizing the mayor to execute a contract for engineering and associated services between the City of Scott and C.H. Fenstermaker & Associates, LLC for improvements to LA 93. Mayor Richard said the contract is required to design the planned double roundabout; the authorization is contingent on approval from the Louisiana Department of Facility Planning and Control. Councilman Domingue seconded the motion and the minutes record it carried unanimously.
Councilman Moreau moved to adopt Resolution 2024-4, authorizing the mayor to execute a cooperative endeavor agreement with the State of Louisiana through the Office of Community Development under CFDA 14.228 (Grant B-18-DP-22-0001, Year 2018). The motion was seconded by Councilman Boudreaux and carried unanimously, with no discussion recorded.
The council also approved a budget amendment of $20,000 to fund interior lighting for the Ram Roundabout; Councilman Moreau made the motion, Councilman Montoucet seconded and the motion was recorded as carried unanimously.
The minutes record that all council members and the mayor were present for the session and that the meeting adjourned at 6:29 p.m.
