Scott City Council adopts business-regulation ordinance, approves fleet lease and multiple resolutions

On June 6, 2024, the Scott City Council unanimously adopted Ordinance 2024-12 amending Chapter 10 (Businesses and Business Regulations) of the Scott Municipal Code to add Article VIII on massage establishments and approved multiple resolutions and variances during a short regular meeting at Scott City Hall.
Mayor Richard announced the budget hearing and adoption will be held on June 26 at 5:30 p.m. and invited residents to a Fourth of July celebration on June 28 at the Begnaud House. He also recognized Cub Scout Pack 451 for participating in storm-drain marking and litter pickup.
Councilman Boudreaux moved the adoption of Ordinance 2024-12 to add regulations for massage establishments; Councilman Roy seconded and the motion carried unanimously. Council members also approved Resolution 2024-27 authorizing the mayor to execute the first amendment to the existing ambulance-services contract with Acadian Ambulance Service, Inc., and Resolution 2024-29 authorizing a master equity lease with Enterprise FM Trust to provide new vehicles for the public works department. Councilman Boudreaux additionally moved Resolution 2024-28, an act of dedication for West Village Phase 6; that motion likewise carried unanimously.
The council granted substantial completion for the 2023 Patching and Overlay Project after an update from Mark Savoy of Groom's Engineering. Savoy reported a final project amount of $568,741, noting the work included overlaying Cormier Street and the Cormier Street parking lot, Dulles Segment #1, installation of speed bumps in the Emerald Lakes subdivision, and work on Cayret Street. The council recorded the completion and accepted the project as final.
Planning-related motions included approval of a variance permitting outdoor equipment storage for the Garden Center at 129 and 416 Debonnaire Road; owner Ruben Rosabal was present and Planning Facilitator Bonnie Anderson said the Planning Commission had attached contingencies included in the council packet. The council also granted a variance to Section 32-30 (Pavement Design Practices) for West Village Annex at 1001 Apollo Road. Both variance motions carried unanimously.
The council introduced two budget ordinances — Ordinance 2024-13 (amended Budget Ordinance FYE 6/30/2024) and Ordinance 2024-14 (Budget Ordinance FYE 6/30/2025) — and scheduled a special budget meeting/hearing for June 26 at 5:30 p.m. No adoption of those ordinances occurred at the June 6 meeting.
The council voted to move the July regular meeting from July 4 to July 11 because of the holiday. The meeting adjourned at 6:35 p.m.
