Scott council approves engineering contract for park design, sidewalk servitudes, two demolitions and budget amendment

The Scott City Council unanimously approved a contract with C.H. Fenstermaker & Associates, LLC to design Scott Park expansion, authorized servitude agreements for the Old Spanish Trail Sidewalk Project, approved two demolition requests, and amended the budget to accept a $36,000 LGAP grant and allocate $60,000 for park parking improvements.
The Scott City Council on April 4 unanimously approved a slate of actions related to parks, sidewalks and code enforcement.
Councilman Montoucet moved to adopt Resolution 2024-21 authorizing the mayor to execute a contract with C.H. Fenstermaker & Associates, LLC for engineering and associated services to design the Scott Park expansion; Councilman Domingue seconded and the motion carried unanimously. Mayor Richard explained the contract covers the design work for the expansion.
Councilman Boudreaux moved to adopt Resolution 2024-22 authorizing the mayor to execute servitude agreements needed for the Old Spanish Trail Sidewalk Project; Councilman Roy seconded and the motion carried unanimously.
The council also approved two demolition recommendations from the Design Review Board. Councilman Moreau moved to approve demolition of the property identified as the former cotton gin at 801 Avenue A / 614 Delhomme Ave; Councilman Roy seconded and the motion carried. The owner, Jared Hernandez, was noted as not present. The council separately approved demolition at 917 Cayret Street; owners Carl Meche and Anthony Hebert were present for that item.
On budget business, Councilman Montoucet moved and Councilman Roy seconded an amendment to accept and expend the 2022–23 LGAP grant in the amount of $36,000 and to appropriate $60,000 for Scott Park parking-lot improvements; the motion carried unanimously.
All actions taken were recorded in the minutes as carried unanimously. The minutes do not list individual roll-call vote records, and the meeting notes that the mayor and all council members were present.
The council set several introduced ordinances for consideration at its next regular meeting on May 2, 2024, at 6 p.m.
