Town Board approves re-levy, contract amendment, personnel appointment and other resolutions

The Town of Union Board unanimously approved a package of resolutions Dec. 4 including re-levy of unpaid charges totaling $115,551.01 to 2025 tax bills, Amendment #2 to a Clerk of the Works contract for GHD Sewer Services using ARPA funds, appointment of a part-time armed bailiff, and adoption of the Broome County Hazard Mitigation Plan.
At its Dec. 4 meeting the Town of Union Board approved several resolutions and administrative actions spanning taxation, capital projects, personnel and hazard planning.
The Board adopted a resolution to re-levy unpaid 2024 curb & gutter, property maintenance, Village charges and water and sewer fees against specific real property tax IDs on the 2025 tax bills. The re-levy totals $115,551.01 (Curb & Gutter $464.17; Code/Property Maintenance $7,180.97; Village of Johnson City $1,237.12; Water and Sewer Town of Union $106,668.75). The motion was offered by Councilman Thomas R. Augostini and seconded by Councilman David Kudgus; the vote was unanimous.
The Board approved Amendment #2 to the original Delta contract for the Clerk of the Works for GHD Sewer Services not to exceed $39,366.25, to be paid from ARPA funds (motion by Frank J. Bertoni, seconded by Joseph P. Nirchi, Sr.).
The Board appointed Michael J. Vanca to the position of Armed Part Time Bailiff in Town Court at $30.00 per hour, not to exceed 19.5 hours per week, effective Jan. 1, 2025, contingent on a successful background check and other pre-employment testing; the appointment includes a six-month performance evaluation.
Other actions included approval of a package of 2024 budget transfers across several line items, authorization for Comptroller and Deputy Comptroller and for the Planning Director and Deputy Planning Director to have HUD Financial & Management system access for the HOME Program, and a resolution approving the 2024 Broome County Hazard Mitigation Plan for submission to New York State and FEMA. All motions were adopted unanimously.
