City staff said the administration currently knows of 17 short-term rental operations; the existing ordinance allows up to 30 such establishments. Council members said the moratorium will give staff time to refine licensing, enforcement and mapping tools and to recommend penalties for unlicensed operators.
A council member told colleagues that the moratorium would allow the city to “make no more mistakes” and to develop a better enforcement strategy involving code enforcement, the clerk and, if necessary, police. The council discussed creating a pin map of known rental locations and ramping up actions against operators that are not licensed.
Council moved and seconded approval of the resolution and the motion passed. The transcript does not include a roll-call tally. Staff indicated they will bring recommendations to the council during the moratorium period and suggested a study session to discuss policy and enforcement options.
