Town of Union board approves contract amendments, budget transfers and schedules CDBG hearings

On Oct. 2 the Town of Union Board unanimously approved budget transfers, amendments to sewer-related contracts totaling up to $60,298 combined, a JCAP grant amendment (up to $30,000), park and parade permits, and set public hearings and notice periods for CDBG/HOME planning and the FFY 2023 CAPER.
The Town of Union Board unanimously adopted a slate of motions and resolutions at its Oct. 2 meeting, approving budget transfers, contract amendments for sewer services, continuing grant-related action for the courthouse and directing public-notice steps for community development planning.
The Board approved two 2024 budget transfers: $5,000 from electricity (10-1620-4202) to building and grounds supplies (10-1620-4149), and $1,500 from antifreeze (31-5130-4108) to software maintenance (31-5130-4400). Councilman Thomas R. Augostini moved to approve and Councilman Frank J. Bertoni seconded; the motions carried.
Among adopted resolutions, the Board amended the Town’s application to the Justice Court Assistance Program (JCAP) to allow purchases up to the $30,000 grant maximum — adding archival shelving for court archives, a foldable jury room table and an exterior security camera for the new courthouse. Councilman Frank J. Bertoni sponsored the amendment and Councilman Joseph P. Nirchi, Sr. seconded; the vote was recorded as all yes.
The Board approved an amendment to the Arold’s sanitary sewer cleaning & televising contract for the West Corners and South Seward area not to exceed $27,598, and approved an amendment to the Delta contract for Clerk of the Works for GHD Sewer Services not to exceed $32,700. Both resolutions were moved by Councilman Bertoni, seconded by Councilman Nirchi and adopted unanimously.
The Board also: referred an unsatisfactory Municipal Shelter Inspection Report (dated Aug. 29, 2024) from the New York State Department of Agriculture & Markets to Commissioner of Public Works Louis V. Caforio and Deputy Commissioner of Public Works – Codes Brian Lucas; approved Cornell Cooperative Extension’s Oct. 21 park use request (fees waived) and approved the Park Manor Homeowners Association Halloween Parade for Oct. 26 with specified route and barricade logistics to be coordinated with public works and highway staff.
For community development planning, the Board called a 30-day public notice period followed by a public hearing on Nov. 6, 2024 at 7:00 p.m. to solicit input on the FFY 2025–2029 CDBG & HOME five-year Consolidated Plan. It also set an initial public hearing on Nov. 6, 2024 at 7:00 p.m. for input on the FFY 2023 CDBG CAPER prior to the scheduled HUD submission on Dec. 30, 2024, and approved a combined Finding of No Significant Impact (FONSI) and Request for Release of Funds (RROF) for the Town CDBG-HOME FFY 2024 Annual Action Plan.
