Town of Union board adopts 2025 reorganization, names deputies and committee assignments

The Town of Union Board on Jan. 2 adopted a reorganizational resolution establishing meeting dates, financial depositories and a slate of department-head and committee appointments for 2025. The motion to adopt the prepared resolution was made by Councilman Thomas R. Augostini and seconded by Councilman Frank J. Bertoni; the vote was recorded as all yes.
The resolution fixes the board’s regular meetings for 2025 on the first and third Wednesdays of each month at 7:00 p.m., with the Feb. 19 meeting moved to Feb. 26 and summer meetings set for July 9 and Aug. 13. The board designated multiple official depositories for town funds, including M&T Bank; NBT Bank; Bank of America; Citibank; Key Bank/KeyBanc Capital; JPMorgan Chase Bank, N.A.; Tioga State Bank; and NYCLASS. The Press & Sun-Bulletin was named the official newspaper for legal and public notices.
The board adopted Roberts Rules of Order for 2025 and authorized the Supervisor, consistent with applicable law, to invest town funds during the calendar year. The board also authorized purchases under State and County bids and contracts unless the Town Board specifically directs otherwise, and specified that advertising of bids will be authorized by motion with the Town Clerk receiving and opening bids at designated times.
Supervisor Robert Mack announced personnel appointments and committee assignments that were recorded as part of the reorganizational actions. Key appointments listed in the minutes include Louis V. Caforio as Commissioner of Public Works; Daniel A. Schofield for DCPW Environmental Services and Occupational Safety & Health; Brian J. Supervisor Mack appointed Brenda Whitaker as Executive Administrative Assistant, Suzanne Meredith as Town Historian and Jackie Tedesco as Deputy Town Historian. The Supervisor also appointed Councilman Thomas R. Augostini as Deputy Supervisor for the 2025 calendar year. The board read its committee assignments for 2025, naming council members to Environmental/Laws & Legislation; Finance; Capital Projects & Public Works; Employees/Safety; Parks & Recreation; and Planning, Zoning & Economic Development.
The minutes record reappointments to multiple boards and commissions with terms and expiration dates, including the Planning Board, Zoning Board of Appeals, Citizens Advisory Council for Community Development, Ethics Committee, Wellhead Advisory Protection Committee, Street Lighting Commission, Wetlands Advisory Commission, Conservation Advisory Council & Tree Committee, Industrial Commercial Advisory Board, and the Assessment Board of Review. The Town of Union Emergency Operations Plan was recorded as revised for 2025. The resolution was made effective Jan. 1, 2025. The meeting adjourned at 7:01 p.m., and the minutes were certified by Town Clerk Leonard J. Perfetti.
