Commissioners also asked staff to brief the TDC on options. The board instructed staff to pause active project spending for 30–45 days until the board receives a package reconciling TDC obligations, any grant constraints, and a clear financial path to permit repurposing funds without violating prior resolutions or grant terms.
No final decision on project type was made; staff will return with a full legal and financial analysis and options.
