The Josephine Municipal Development District voted to move forward with a University of Texas at Dallas capstone marketing project and designated two board members to serve as client representatives, and separately approved creating a land-availability listing for the district’s jurisdiction.
Miguel Clan, the city planner, described the capstone scope: a retail leakage and opportunity assessment, mapping and a prioritized recruitment list developed by graduate marketing teams. The board voted to designate Kevin McKenna and Gabriel CP as the MDD’s representatives for the UTD project, pending signed nondisclosure agreements and development of measurable performance metrics. The motion passed unanimously.
Following the TEDC briefing, board members debated proactively cataloging available land in the city and extraterritorial jurisdiction (ETJ). Whitney Bear moved to develop a land-and-zoning list or map to help target recruitment and outreach; the motion passed. Volunteers from the board said they would collect parcel and ownership data to assemble an initial spreadsheet for staff review rather than immediately initiating direct contact or marketing to property owners.
Board members also reviewed a website mock-up and logo concepts presented by Brennan Bosow of Santos Solutions. The consultant demonstrated a staged site with an events calendar, land-resource pages, a "golden board" public bulletin option and cybersecurity recommendations. City staff and the city attorney warned that a separate MDD domain would carry obligations for public posting (agendas, minutes, public notices) and could create duplication; they recommended waiting to see the city’s forthcoming vendor proposals. The MDD deferred a final decision on hosting (standalone vs. a prominent, linked presence on the city site) and asked staff to return with options next month.
Next steps: Kevin and Gabriel will work with the UTD teams (virtual meetings, NDA required); board volunteers will compile a draft land/zoning catalog for staff review; the website decision will be revisited after the city evaluates web-vendor options.
