River Ridge CDD approves goals and performance measures to meet HB7013 reporting requirements
Summary
Following new state legislation, the board approved goals and performance measures focused on community communication, infrastructure and financial transparency and recorded the initial report due Dec. 1, 2025 to be posted on the CDD website.
District Counsel Tony Pires and management staff briefed the board on HB7013, new state legislation requiring special districts to adopt annual goals and report performance measures and standards.
Staff recommended three focus areas for fiscal year 2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form unanimously (motion by Mr. Blumenthal, second by Mr. Twombly). Staff said the initial report is due Dec. 1, 2025 and must be posted on the CDD website.
Board members agreed to add the reporting task to the district’s Key Activity Dates. The action establishes the framework the district will use to measure and publicly report progress under HB7013.
