River Ridge CDD adopts FY2025 budget and imposes special assessments

The River Ridge Community Development District on Aug. 27 adopted its fiscal year 2024–25 budget and approved a separate resolution imposing special assessments for the 2024–25 fiscal year.

District Manager Chuck Adams told the board the budget included errors in the published agenda and that scrivener corrections submitted by Supervisor Kurt Blumenthal (notably to the “Street sweeping” description) were incorporated before the vote. The board opened a public hearing on the budget; no property owners spoke. On a motion by Mr. Blumenthal, seconded by Mr. Twombly, the board adopted Resolution 2024‑07 relating to annual appropriations and adopting the FY 2024/2025 budget, as amended.

Tony Pires, district counsel, recommended a public hearing on Resolution 2024‑08, which makes a determination of benefit and imposes special assessments and certifies an assessment roll. No affected property owners spoke during that hearing. The board approved an amendment to delete all references to “Exhibit B” and then adopted Resolution 2024‑08 as amended.

Both votes were recorded as approved with all in favor. The meetings’ minutes and resolutions do not record individual roll‑call votes; a quorum of supervisors participated (Supervisors Mountford, Blumenthal and Twombly in person; Chair Bob Schultz by telephone).

The board’s actions clear the way for the district to certify assessments for collection and to proceed under the adopted FY2025 spending plan. Staff said corrected budget documents and the certified assessment roll will be reflected in the final resolutions and posted as required.
