Board approves Liberty Hill contract, hears construction budget updates and a roughly $4M projected shortfall on bond projects

The Clover High School renovation — a multiphase effort that moved from a construction-manager-at-risk delivery to design–bid–build after the first phase came in over budget — has largely tracked to plan, Clayton said, with traffic-loop and track work completed on a condensed schedule.
On the Lake Wey high school bond project, Clayton said the original construction award near $144 million was reduced by about $10.5 million through a value‑engineering process, yielding a contract figure in the neighborhood of $136.6 million; projected athletic improvements and owner costs raised total projected encumbrances and left an estimated shortfall of around $4 million, primarily tied to FF&E and technology projections.
Dr. Hopkins walked the board through the Liberty Hill bid tab: four bidders, a low base bid approximately $43.11 million and three alternates — a 12‑classroom addition, a geothermal HVAC system and terrazzo flooring. He presented four award scenarios combining base and alternates with not-to-exceed totals ranging from the base $43.11M to about $48.55M depending on alternates selected.
After discussion about timing, lifecycle costs and whether to add classrooms now or later, the board unanimously approved awarding the contract to Edcon Construction for the base bid plus Alternate 1 (12 classrooms) and Alternate 3 (terrazzo) for an amount not to exceed $47,178,413. No formal roll-call vote was recorded in the transcript; the motion was approved "without objection." Dr. Hopkins and staff were authorized to proceed with contracting and procurement steps.
