Maintenance and facilities leaders briefed the board on summer projects, ongoing construction and capital needs, while finance staff outlined debt-management steps.
Maintenance lead Donnie Gra said his team covers about 1.8 million square feet across roughly 22 buildings with 21 staff (19 technicians and two office staff). He reported 3,570 work orders completed between June 1, 2023 and June 30, 2024 and 973 completed year-to-date as of Sept. 18; summer projects included replacing an operable wall at Griggs Road, flooring and carpet replacements, connector sidewalks and transportation gate upgrades to allow card-swipe access.
Facilities updates from Dr. Hopkins detailed progress on the high-school Fieldhouse (roof installation and interior work), the Fine Arts wing and completed entrances with pending landscaping; Roosevelt Middle School utility relocations were finished and Liberty Hill Elementary has entered preconstruction for stormwater and site measures.
During a capital-budget item, the board approved "without objection" using up to $90,000 of previously appropriated capital funds for HVAC in the IT expansion. The motion passed by unanimous consent; no roll-call vote was recorded in the transcript.
Finance staff (Mr. Love) reviewed cash-flow timing and debt planning. He reported seasonal cash-flow patterns and discussed a refunding and borrowing plan: refund a $50 million bond and borrow an additional $72 million to provide cash for the next year of construction (a combined outstanding balance of roughly $122 million was described for the coming year, with further borrowing anticipated). Preliminary bids were noted, including a JP Morgan bid around 2.822452% and a highest bidder near 3.11899%; Moody's preliminary rating of AA2 was cited as supporting a favorable rate. The finance report also noted an adult-lunch price increase to roughly $8–$8.50 while student prices remain unchanged.
