ESS and Clover officials say substitute fill rates improved to about 89% as recruitment ramps

Anthony Scorsone introduced ESS staff Jessica Davis and recruiter Derica Roseboro, who described a roughly 15,000 filled-absence total and said the districts fill rate reached about 89%, up from approximately 80% the prior year. "We have 277 active substitutes to begin the school year," Jessica Davis said, adding that August orientation and pipeline applicants should increase available coverage heading into the busy October period.
ESS outlined recruitment tactics: a $100 referral incentive, partnerships with regional colleges and universities (York Tech, USC, Lander, others), attendance at job fairs and building-site "building subs" who regularly cover last-minute needs. The ESS team said the districts calendar changes and expanded hiring have contributed to higher availability.
Board members pressed staff about how the district covers roughly the remaining 8% of unfilled assignments. ESS said it coordinates campus liaisons to reassign available subs and works with school administrators to pull staff or teaching assistants as needed; the district said teacher assistants remain a front-line option before asking classroom teachers to sacrifice planning time.
The board did not take separate recorded votes on ESS partnership items during the meeting; the report was presented for information and questions.
