Polk County planning manager Sydney Sharter summarized an appeal of planning file CU25‑14 on July 1, saying the hearings officer denied the application on June 10 and the applicant filed a timely appeal on June 23. The applicant proposes a youth camp on a roughly 100.7‑acre property in the timber conservation zoning district at 7425 Gold Creek Road, Willamina.
Sharter explained that the record includes a significant resource management plan addressing road construction within inventoried habitat, and that county zoning chapter 182 treats the proposed road work as a conflicting use. Under county code the board may either ratify the hearings officer’s decision (after a public hearing) or conduct a de novo hearing that reopens the facts.
After commissioners questioned the procedural options and sought legal clarification about appeal sections, a commissioner moved to direct staff to schedule the required public hearing to consider ratifying the hearings officer’s decision on CU25‑14. The motion was seconded and carried by unanimous voice vote. Staff will return with a hearing date and the materials required for the board’s deliberation.
