River Ridge CDD terminates Laz’s Lawn, hires GulfScapes and approves irrigation repairs

The River Ridge CDD approved a set of operational contracts and change orders on Nov. 19, 2024, including terminating the district’s landscape service agreement with Laz’s Lawn Service, Inc., and engaging GulfScapes Landscape Maintenance Services at a proposed cost of $58,500. Mrs. Adams said GulfScapes’ proposal is about $13,000 above the $45,000 budgeted and discussed offsetting the difference with unassigned funds and withheld payments from Laz’s Lawn.
Separately, District Engineer Charlie Krebs presented ancillary irrigation costs for the Seaside & Master Drainage Project, including $4,002.50 to repair damaged wiring and roughly $1,300 each to raise seven-to-eight irrigation heads. On motion by Mr. Blumenthal and seconded by Mr. Schultz, the board approved an Irrigation Concepts change order in a not-to-exceed amount of $15,000.
Mrs. Adams said the Series 2022A Note will be closed and funds applied to prepay bond debt; the board accepted the unaudited financial statements as of Oct. 31, 2024 for informational purposes. Mr. Blumenthal asked why an Oct. 1 annual insurance payment was not listed in the check register; Mrs. Adams said she would investigate and report back.
The landscape-contract decision included authorization for management to immediately terminate Laz’s Lawn and execute the GulfScapes agreement. Staff will present implementation details, including how contract overages will be offset, at a future meeting.
