River Ridge CDD approves $105,000 traffic-calming system including mobile radar unit

The River Ridge Community Development District on Nov. 19 approved a $105,000 package with AV-Tech LLC to install three permanent 15-inch solar-powered speed radar signs and one mobile unit with cameras and messaging, plus annual cloud-device fees of $1,500 per device.
Operations Manager Shane Willis presented the AV-Tech estimates and a separate $25,000 mobile-unit proposal; PSGRC General Manager Eric Long said one existing unit recorded about “800 varied speeding violations over a three week period,” prompting a staff suggestion to move an existing unit 20 to 30 yards and add a new pole. Mr. Willis said poles will be purchased from Paramount Asphalt at about $1,200 each. On motion by Mr. Schultz and seconded by Mr. Blumenthal, with all supervisors in favor, the board approved AV-Tech Estimates 24150 and 24151 for the combined total of $105,000.
Board discussion referenced the district’s long-term traffic-calming plan and the $150,000 previously budgeted for traffic calming; staff and PSGRC discussed criteria for issuing warnings and fines and suggested the HOA could assume cloud-device costs and offset them with covenant traffic-fine revenues.
The board did not alter the budget item at the meeting beyond approving the contract; staff will proceed with procurement and pole purchases, and return with implementation details as needed.
