Residents raise flooding concerns as River Ridge CDD studies plugged Pinehurst drains

Resident Shari Perkins told the River Ridge Community Development District on July 23 that a week after a pipe was plugged, drainage problems persist at the Pinehurst triangle monument and water is overflowing the inlet. Perkins said she will provide photographs and video showing the accumulation.
Perkins also relayed an email from resident Fred Kronke reporting a retention pond that drains between River 8 and River 9 appears non-functional and is “nearly 1’ above the drain,” raising concern about flooding. A board member asked whether there was video showing water bubbling out of the drain; Perkins said she had photographs and would supply video to staff.
District Engineer John Baker explained the prior condition: water from one system was backing up and flowing through the pipe into a lower system. He said plugging the inlet removed the pushing action that had forced water out, but left “no place for the water to go” so the point behaves like “a very tiny pond in a pipe.” Baker said resolving the issue will likely require additional study and requested photographs or video to assist staff in diagnosing the problem.
District Manager Chuck Adams described the drainage path, saying the pipes in question run between houses, across the street and the golf course into the ditch that runs down to the River Club and ultimately to the Estero River. The Board directed staff to have the District Engineer view the drainage firsthand and to follow up after reviewing the photos and video.
Separately, resident Ed Nowak asked for the location of the outflow at the northern end of Pinehurst Greens Drive; Mr. Adams reiterated that the ultimate outflow is to the Estero River and clarified the local pipe routing. The Board kept the Pine Hurst inlet repair estimate on the agenda and noted staff is obtaining an additional proposal.
The board did not make a formal decision at the meeting; next steps are collection of resident video/photo evidence and an on-site engineering inspection to inform any corrective work.
