The River Ridge Community Development District appointed Keith Merrill to fill the vacant Seat 1 (term to November 2026) at its Oct. 22 regular meeting and immediately administered the Oath of Office.
Mrs. Adams, a notary for the State of Florida and the district manager, administered the oath and, with District Counsel Tony Pires, reviewed required ethics training, Form 1/Form 8B filing and Sunshine Law obligations that apply to CDD board members.
The board then adopted Resolution 2025-01 to elect officers. Mr. Blumenthal nominated the slate—Bob Schultz as Chair, Terry Mountford as Vice Chair, Kurt Blumenthal and Robert Twombly as Assistant Secretaries and Keith Merrill as Assistant Secretary—and the resolution was adopted on a motion by Mr. Blumenthal, seconded by Mr. Mountford, "with all in favor." The resolution also removes James Gilman from the list of appointed officers.
Why it matters: Filling Seat 1 restores the board to its full complement of supervisors and places a longtime Pelican Sound homeowner, with prior HOA experience, in a seat that carries through November 2026. The board concluded routine business including ratifying an audited financial report for the fiscal year ended Sept. 30, 2023 and accepting unaudited statements as of Sept. 30, 2024. The meeting was adjourned at 3:07 p.m.
