County staff warn canceling EagleView flight would still leave $29,000 FY29 obligation; Beacon subscription discussed

LuWanda Towell briefed the Emmet County Board on county aerial imagery and mapping services during the June 30 meeting. Towell said the planned EagleView flight in 2029 can be cancelled but the county would still owe $29,000 on the final flight in FY2029 if the flight is cancelled. Towell said she will meet with City of Estherville officials in Fall 2026 to determine potential billing changes.
Towell also reported that EMA and E911 will not contribute to any portion of the invoice beyond FY2026. Towell and a colleague, Stine, participated in a vendor Zoom with Schneider about a Beacon subscription service for parcel and mapping data.
Chair Lisa Hansen recommended holding the Assessor Conference Board earlier to accommodate scheduling and subscription decisions. The board did not take formal action on cancelling the flight or subscribing to Beacon at the meeting; staff indicated follow-up discussions with the city and vendors were planned.
