Buford City Commission approves $1.84 million stadium draw, several infrastructure payments and ordinance amendment

BUFORD, Ga. — The Buford City Commission on Aug. 4 approved a slate of payments and policy changes tied to ongoing capital projects and routine city business.
Most prominently, the commission authorized Payment #32 of $1,844,834.00 to Charles Black Construction Co., Inc. for the Buford City Stadium project and approved Payment #4 of $224,278.00 to Digital Scoreboards, LLC for stadium equipment. Commissioners also approved a $71,698.77 change order and Payment #2 to Backbone Infrastructure, LLC for the New Street roundabout and authorized Payment #5 of $197,885.93 to the same contractor for the Moreno Street LCI project. A separate Payment #2 of $19,566.18 was approved for John D. Stephens, Inc. for Southside Sewer, Phase III.
The commission approved a revision to invoices for Breaux & Associates related to the stadium project: payment of Invoice #18137-39 for $750.00 and a revised June Invoice #18137-41 for $55,308.05 that reflects a $73,825.00 credit the commission said stemmed from an alleged error and omission by the project architect; the revision is subject to final settlement. All motions passed unanimously, with ayes 3 and nays 0.
On policy matters, commissioners voted to amend the City of Buford Massage Ordinance, conditioned on review and approval by the City Attorney. The meeting record contains a formatting error in the insurer name but shows the commission approved renewal of the 2025–2026 employee health insurance policy with Anthem/Blue Cross Blue Shield.
The commission also amended the July 21 minutes to clarify a zoning-related special master recommendation (case #Z-25-10): condition #8 was revised to require homes of 2,800 square feet exclusive of garages and basements, and all homes must have a minimum two-car garage.
