Oconee County Council adopts FY2025-26 county and school budgets, approves procurement and conservation grant

Oconee County Council approved the fiscal year 2025–26 county budget (Ordinance 2025-01) and the School District of Oconee County budget (Ordinance 2025-02) on third and final reading at its June 3 meeting. Both ordinances passed unanimously, 5–0. Council also approved budgets for the Keowee Fire Special Tax District (Ordinance 2025-03) and the Corinth-Shiloh special purpose tax district for fire protection (Ordinance 2025-04), and approved a lease agreement with the South Union Volunteer Fire Department (Ordinance 2025-11), each on third and final reading with 5–0 votes.
On the consent agenda Council approved several procurement recommendations contingent on final FY2025-26 budget adoption. Those items included ITB 24-11 (physicals for firefighters) to Upstate Medical Associates, P.A. and KAL Inc. d/b/a Fitness Forum Occupational Testing Services for a combined not-to-exceed $130,000; RFP 24-08 (inmate food services) to Trinity Services Group (amount to match the approved budget); RFP 24-09 (institutional healthcare services) to GENESYS Health Alliance in the amount of $867,810 with a $34,000 contingency (total $901,810); and tire purchases from state contract estimated at $195,000. The consent agenda passed 5–0 on a motion by John Elliott, seconded by Glenn Hart.
Separately, Council approved support and funding of a $116,000 grant recommended by the Oconee County Conservation Bank Board for a conservation easement on the Keese Family Farm; the board had recused member Ryan Keese for familial interest and recommended funding from the bank balance of $366,616.61. The grant motion passed 5–0.
Council entered Executive Session at 7:04 p.m. to discuss economic development projects (listed as Projects Beamer, Snow and Stallion) and a personnel matter in Planning; it returned at 8:10 p.m., with no action reported from Executive Session, and adjourned at 8:10 p.m.
