Township approves land‑development waivers for two elementary school projects, including modular classroom additions

Christopher Hammer, township engineer, presented Resolution 2938 on behalf of the Northern Area School District for 2925 Shop Road (Paul E. Fly Elementary). Hammer said the district seeks a waiver of land development to install a roughly 300‑square‑foot concrete pad and about 75 linear feet of five‑foot sidewalk to accommodate a walk‑in cooler; the planning commission recommended approval conditioned on obtaining an earth‑disturbance permit. Jacob Taget, the applicant’s engineer with TNM Associates, described the minor scope and said the drainage analysis shows negligible change to on‑site runoff. The board voted to approve Resolution 2938.
For Resolution 2939, Christa Hendrick presented a waiver request for Coleman Elementary to add modular classroom units. Steve Parano, design engineer with SH Group, explained the plan includes modular additions, ADA ramps and stormwater management. Contractor Jeff Carwell said the units are constructed offsite, designed to meet standard building life‑expectancy and will be assembled on a traditional foundation. The planning commission recommended the waiver and the board approved Resolution 2939.
Both approvals were made with conditions described on the record (planning commission recommendations and required earth‑disturbance permits); no construction permits were issued at the meeting.
