Yuma Elementary School District dissolves separate Employee Benefit Trust Board after joining Arizona Health Pool

The Yuma Elementary School District governing board voted June 29 to dissolve the district's separate Employee Benefit Trust Board, concluding that governance functions are now fulfilled through the district's membership in the Arizona Health Pool.
Administration told the board that the district transitioned to a self-funded health insurance model effective July 1, 2023, and that as of July 10, 2025 the district became a member of the Arizona Health Pool. Because the pool structure satisfies the governance and oversight requirements previously addressed by the separate trust board, administration recommended dissolving the separate board while retaining the employee benefit trust and continuing the district's self-insured status.
Board members moved and seconded the resolution to dissolve the trust board; the motion passed by voice vote. Administration and board members emphasized that the action eliminates the separate trust-board governance body only and does not change employee health benefits or the district's self-insurance model.
