Florence to pursue mobile surveillance trailer purchase using opioid-settlement and forfeiture funds

Township Administrator Thomas A. Sahol told the Florence Township Council on June 10 that he and police leadership recommended purchasing a solar-powered, mobile surveillance trailer to monitor high‑problem areas and events. Sahol said the township has roughly $90,000 available from the opioid settlement fund after prior outreach and equipment purchases and that a recent forfeiture trust fund payment could also be tapped to cover the trailer's approximate $38,000 cost.
"It is a solar powered mobile device that captures a 360-degree view and records," Sahol said, adding the unit can stream to officers remotely via cellular connection. He and the Chief recommended the trailer as a flexible alternative to installing fixed cameras on many parks and light poles.
Sahol said procurement will follow the appropriate path: a resolution to authorize a state‑contract purchase if available, or administrative competitive quotes if not. Council discussed mobility, use at events, and how the unit supports investigations and prosecution when needed. No final purchase vote was recorded; staff were directed to proceed with procurement planning and to use the appropriate funding sources and authorization pathway.
Next steps: staff will document the procurement approach and return with either a resolution for a state contract purchase or documentation of competitive quotes for administrative approval.
