Chelsea council establishes transition team after city manager resignation

Chelsea’s City Council voted April 24 to create a transition team to guide city operations while the city recruits a permanent manager after City Manager Roy Atkinson’s resignation (his last day was April 21, 2023).
The motion, moved by Council Member Kate Mehuron and seconded by Bill Ruddock, directs formation of a transition team composed of the Interim Acting City Manager, department heads from Administration, Planning, Public Works and Utilities, the Police Chief, the Mayor and two City Council members. The council recorded the vote as ‘All ayes’; the minutes note the motion carried.
Mayor Jane Pacheco framed the team as an advisory body to assist the Interim Acting City Manager and department heads during the recruitment and appointment of a permanent city manager. Council set the team’s advisory period to extend for two months into the permanent manager’s employment.
The council did not commit to a particular outside firm or individual for the transition role during the meeting. The next procedural steps identified were appointment of an Interim Acting City Manager and continuation of the recruitment process.
