Chelsea advances West Middle Street reconstruction and approves water main materials purchase

Chelsea’s City Council voted to proceed with the West Middle Street reconstruction project and associated water main replacement, approving next steps with Midwestern Consulting, MDOT and the Washtenaw Area Transportation Study. The engineering estimate for the work is $1,195,036.70; the City’s share is approximately $820,036.70 to be distributed across the Water Department, Roads and Storm Water fund balances and designated ARPA funds.
Water Superintendent Davis said the project was planned two years ago and that the department can consider future projects in 2025 and beyond. Council discussed funding splits and schedule; Davis answered questions about proposed improvements.
Because of long lead times and price volatility, council accepted procurement bids to secure materials now. Staff provided three supplier quotes for materials and two quotes for four-inch line stops. Council approved accepting the materials bid from Ferguson Water Works for $124,914.21 and contracting City Services for the three line stops for $9,600.00.
Council’s motion advanced engineering and funding coordination with MDOT and WATS so the project can move into design and procurement phases.
