Chelsea awards Commerce Park reconstruction to T&M Asphalt and approves engineering contracts for two road projects

Chelsea City Council awarded a reconstruction contract for Commerce Park Drive to T&M Asphalt Paving for $551,067 and approved related engineering and traffic services for that project and the MDOT-run Freer Road resurfacing on May 4.
Director Bollinger told the Council that bids for Commerce Park Drive came in at: T&M Asphalt Paving, $551,067; Fonson Company, $578,931.83; and Cadillac Asphalt, $606,376.57. Because the project is partially grant-funded and administered with MDOT oversight, the award to T&M is conditional on receiving a Notice to Proceed from MDOT. The bid award was unanimous.
For the Commerce Park project, Council approved a Midwestern Consulting proposal for final engineering services not to exceed $99,400. For the Freer Road resurfacing project (Dexter-Chelsea Road to the high school drive intersection), Bollinger reported the engineer's estimate for construction was $601,525 and Cadillac Asphalt was the low construction bidder at $580,000. Council approved Midwestern Consulting's proposal for engineering services for Freer Road ($127,400) and a Dapprich Enterprises proposal ($19,814.75) to upgrade traffic-signal vehicle detection; the two proposals total $147,214.75. Motions to approve the engineering and traffic proposals and to award the Commerce Park bid passed by unanimous voice vote.
Staff told Council that necessary MDOT paperwork for Commerce Park has been submitted and staff is awaiting an official Notice to Proceed from the Office of Economic Development; staff reported no reason to expect the notice will be withheld.
