Morrow City Council approves police fleet purchases, ratifies gas contract and adopts three annexation ordinances

Morrow City — The Morrow City Council on May 12 unanimously approved several purchases to update the police fleet, ratified an emergency contract for a gas service extension, adopted three annexation ordinances on second reading and set first readings for changes to the municipal court fine schedule and a 10% sanitation fee increase.
Mayor John J. Lampl II called the regular meeting to order at 7:29 p.m.; all five council members were present. The council opened by approving the April 28, 2026, regular and work-session minutes by unanimous vote.
On a series of motions the council authorized purchases of 2025 Ford Police Interceptor Utility vehicles: two from Stivers South Ford for $97,040.00, two from Allan Vigil Ford for $99,000.00, and one from Brannen Motor Company for $48,500.00. The council also approved vehicle upfitting services for four police vehicles through Interceptor Public Safety for $69,716.75 and declared four existing police vehicles surplus to be sold through GovDeals. All of those motions were moved, seconded and carried with ayes recorded from the five members present.
The council ratified an emergency non-residential gas extension contract with Atlanta Gas Light Company for installation at 5900 Reynolds Road in the amount of $14,633.18 and authorized the mayor to execute the documents.
On the legislative docket the council approved Ordinance Nos. 2026-005, 2026-006 and 2026-007 on second reading. Each ordinance annexes specified property from Clayton County into Morrow City and amends the official zoning and corporate limit maps; the council voted aye on all three second readings. Mayor Lampl announced that Ordinance No. 2026-008 (an updated municipal court fine schedule) and Ordinance No. 2026-009 (a 10% sanitation fee increase) received their first readings and are scheduled for second reading on May 26, 2026.
The council recessed into executive session to discuss personnel matters. After returning from executive session, a motion to approve the action arising from that session was made and seconded; the minutes record the motion being offered but do not provide a vote tally for that specific motion.
