Morrow council approves annexation application for three Old Rex Morrow Road parcels, switches banking services and OKs equipment purchase

At its April 28, 2026 regular meeting, the Morrow City Council approved the city manager’s recommendation to proceed with annexation and rezoning of three parcels at 1867, 1882 and 1866 Old Rex Morrow Road and authorized Mayor John J. Lampl II to execute related documents. The parcels are identified in the minutes as Parcel IDs 12142C C018, 12142A D050 and 12142A D049, with acreages of 0.36, 0.41 and 0.43 respectively. The proposed city zoning is RS-80 (single-family); the parcels currently carry Clayton County RS-110 zoning. The minutes record no public comments during the hearings on the annexation and rezoning.
The council also unanimously approved the City Manager’s recommendation to transition the City’s banking services to Regions Bank and authorized the mayor to execute any related documents. The minutes record the motion was moved and seconded and carried with all council members voting aye.
Separately, the council approved an unscheduled purchase of a 2026 Gator XUV 845 utility vehicle from Ag Pro South of McDonough, Georgia, under the statewide contract for $28,317.63, to be funded from the 2021 SPLOST fund. That purchase motion passed unanimously.
All recorded votes on these items were unanimous; in each case the minutes list motions, seconders and note that "all council members voted aye." The minutes also show first readings were recorded for three annexation ordinances (Ordinances 2026-005, 2026-006 and 2026-007) with second readings scheduled for May 12, 2026, indicating formal ordinance adoption remains pending for portions of the annexation work.
Mayor John J. Lampl II presided over the meeting. Council members who moved or seconded motions are recorded in the minutes. The minutes additionally record that Public Works Director Brandon Hermsmeier began presenting the proposed Public Works departmental budget during the general comments portion of the meeting.
