PGCPS adopts 'Forward by Design' strategic plan and affirms superintendent appointment

Dr. Joseph framed the plan as a shared roadmap for the district. Introducing the initiative, he said, “We are writing the next chapter together,” and described priorities that include mathematics and literacy, attendance, special education, multilingual learners, organizational development, and college and career readiness.
The board also used the meeting to recognize departing staff leaders. Dr. Joseph publicly thanked Dr. Doug Strader on the occasion of his retirement for decades of service overseeing accountability functions and strategic data systems.
Why it matters: the strategic plan sets district priorities and metrics for the next three years and formalizes a focus on instructional core improvements, staff development, expanded program access and family partnership. The plan will drive department workplans, committee oversight and reporting priorities.
