Hebron council adopts 2025 budget, approves employee recognition program

The Village of Hebron Council unanimously adopted the village's 2025 budget on Sept. 25 and directed the village solicitor to draft legislation to implement it. Councilmember Jerry Carpenter moved to adopt the budget as presented by Chief Fiscal Officer Deborah Morgan; the motion passed by roll call vote with all members present voting in favor.
Chief Fiscal Officer Deborah Morgan also presented an Employee Recognition Program that had been discussed at a prior combined committees meeting. Carpenter moved to adopt the program and Council voted in favor.
Mayor Valerie Mockus asked Council to avoid combining payroll increases with the budget vote and said raises should be passed after the budget is approved. The action to adopt the budget followed that guidance: the council voted to proceed with the budget first and consider payroll changes subsequently.
The budget adoption was recorded as a formal motion and vote; the council also acknowledged review of the village expenses with no questions. The council will consider implementing the budget through formal legislation drafted by the village solicitor.
