County awards Henkels & McCoy contract as broadband work advances, staff warn of possible de‑scoping

Livingston County on July 1 approved a contract with Henkels & McCoy, Inc. to complete labor in Service Area 1 of the county’s ConnectALL Municipal Infrastructure Program (MIP), a key component of the Light Up Livingston broadband initiative.
Megan Crowe, Planning director, told the Public Services Committee the contract, awarded as the lowest responsible bid, covers both aerial and underground construction and is capped at $703,598.76 with work through Dec. 31, 2026. "This contractor will finish the remaining areas of Service Area 1 for fiber deployment," Crowe said during the meeting. The committee approved the resolution on a motion by Mr. Schuster with Mr. White seconding; the motion carried.
The award accompanies a broader status update on the county’s broadband rollout. Staff reported incremental progress across service areas and presented metrics including installed MIP customers and pending orders. County officials said permitting and make‑ready work with utilities remain a major gating factor.
Crowe said the county submitted an extension request to the ConnectALL Office (CAO) that would be forwarded to the U.S. Treasury, citing weather delays, utility permitting and make‑ready coordination. CAO staff, she said, warned that without an approved extension the project may need to be de‑scoped to remove addresses that cannot be completed before the current deadline.
The committee also heard ReConnect partnership metrics: on the ReConnect network there are 953 serviceable locations and 95 connected customers, with several hundred addresses in a 60‑day provisioning phase.
County staff said the Henkels & McCoy contract contains milestone deadlines and progress standards to help meet grant timelines and that marketing and customer‑signup work continues alongside construction. The committee did not revise funding amounts during the meeting; the contract was presented for award and signature subject to the usual review by the county attorney and administrator.
Next steps: Henkels & McCoy are expected to begin work under the contract, and county staff will continue make‑ready coordination with utilities, pursue the CAO extension, and report back on construction milestones and any required de‑scoping decisions.
