Town accountant reports FY26 budget strengths; Select Board rates performance exceptional and extends contract

Town Accountant Darlene Musier gave the Select Board a year-end FY26 general-fund update on June 29, telling members that revenue and expense figures remain fluid while two additional prior-year warrants may be run into FY27 under statute.
Musier said motor vehicle excise receipts have outpaced budget and that local-option meals and hotel taxes are modestly higher than last year. She noted a decline in building-permit receipts because no large projects materialized this year, but she highlighted that interest and investment income exceeded the budget by roughly $700,000 and will bolster the town’s bottom line and free-cash estimate.
"When this number was budgeted, we really didn't know what was going to happen with the Fed Reserve... because they kept the interest rates steady, we were seeing a good return," Musier said, describing investment returns that improved results. She estimated certified free cash will likely be in the $2 million to $2.5 million range, lower than the prior year but positive.
Following the presentation, the board conducted Musier’s annual performance appraisal. Board members praised her long service and stewardship of the town’s finances; the board voted unanimously to rate her performance "exceptional." The board then voted 5–0 to continue her employment contract through her retirement with a 4% annual increase and retention of the existing stipend and longevity provisions.
Musier said she will support the transition to her successor and remain available locally to assist auditors or staff as needed. The board asked staff to present final FY26 closeout numbers and a free-cash estimate at a future meeting in August.
