Select Board approves three business license changes and confirms multiple appointments

The Chelmsford Select Board on June 29 unanimously approved several local business-license changes and confirmed multiple municipal appointments.
At a public hearing, attorney Dennis Quilty represented Press Cafe and described a buyout that would leave one owner holding a 57% interest and name Jenna Jean Flores as manager of record. Quilty said the buyout was a straight transaction between the two owners and that Flores is a U.S. citizen, Mass. resident and “tips trained.” After board members confirmed staff had received a revised floor plan, the board approved the amendment to the all-alcohol license — including change of manager, change of beneficial interest and LLC manager updates — by roll call vote 5–0.
The board also granted a one-day wine-and-malt and expanded entertainment license to Diggies LLC (doing business as Brick House) for July 3 outdoor events on the Center Common. Owners Jimmy and Diana Spalding said they will work with police and fire to mark barriers and accommodate inspections; the board approved the request 5–0.
Separately, Three Suns Collision (50 Tingsboro Road) received a transfer of the Class 2 used-car dealer license previously issued to Duffy’s Auto Company. Owner Mike Hines said the operation will remain primarily an auto body and collision shop with an owner-operator onsite; the board approved the transfer by a unanimous roll call.
On appointments, the board confirmed Christina Anderson (who identified herself as deputy director of the Chelmsford Housing Authority) to the CTI board and approved three additional town-manager nominations: Deborah Belden to the Permanent Building Committee, Judy Omabono to the Parade Committee, and Albert Glenn Diggs to the Zoning Board of Appeals. Those confirmations passed by roll call votes 5–0.
The actions taken provide immediate regulatory clarity for the affected businesses and advance personnel filling several local boards ahead of summer events and fall town meeting deadlines.
