Council approved an $83,750 quote from E.B. Fitch and Sons LLC to clean aeration basin No. 1 at the wastewater treatment plant after the plant superintendent described build‑up of rags, grit and inorganic material and noted three basins have not been cleaned in about 20 years. Staff said the city had budgeted the work previously and would continue to prioritize cleaning on a rotation as finances allow.
Separately, the council approved a contract change order No. 3 for the FY2021 LCDBG sewer system rehab project to align contract quantities with completed work; staff said the system is online and functioning. The council also approved partial payment No. 15 with a net payment of $0 after liquidated damages exceeded the progress payment the contractor was due, and adopted a resolution of acceptance so the city could pursue a clear lien certificate to allow future LCDBG applications.
City staff warned the contractor may contest the liquidated‑damages calculation. Council directed city staff and the city attorney to proceed with the administrative steps necessary to clear the project in order to seek future funding and close out the contract.
