The Kings Mountain City Council on Thursday, April 23, 2026, met in a special session at City Hall and adopted Resolution 26-06 to amend the 2026 regular meeting schedule, reaffirmed staggered terms for the Redevelopment Commission and reappointed Dr. Gregory Grier to a five-year term, and named the purchasing agent a deputy finance officer to serve as a potential check countersigner. The Council entered a closed session under N.C.G.S. 143-318.11(a)(5) and (6) and later reported no action was taken.
Mayor Robert Wagman called the meeting to order at 5:00 p.m. Councilmembers Annie Thombs, Tyler Fletcher, Heather Lemmond, Jimmy West, Jay Rhodes and Shearra Miller were present; Councilmember Scott Neisler was absent. City Manager Todd Carpenter, City Attorney Mickey Corry and City Clerk Karen Tucker attended.
Councilmember Jay Rhodes moved to adopt Resolution 26-06, which amends the 2026 Council meeting schedule; Councilmember Jimmy West seconded and the motion passed unanimously. The record notes the Council approved the change by unanimous vote.
The Council also reaffirmed staggered initial terms for the Redevelopment Commission as previously set by Resolution 24-25 (Sept. 3, 2024). The Council recorded the following initial terms: Dale Green, five-year term expiring Sept. 3, 2029; Keith Miller, four-year term expiring Sept. 3, 2028; Katie Holmes, three-year term expiring Sept. 3, 2027; Sonya Roseboro, two-year term expiring Sept. 3, 2026; and Dr. Gregory Grier, an initial one-year term that expired Sept. 3, 2025. The Council reappointed Dr. Gregory Grier for a five-year term expiring Sept. 3, 2030. Councilmember Shearra Miller moved to reaffirm the staggered terms and reappoint Dr. Grier; Councilmember Heather Lemmond seconded and the motion passed unanimously.
The Council voted unanimously to appoint the Purchasing Agent to serve as a Deputy Finance Officer with authority to act as a potential check countersigner on City bank accounts. Councilmember Annie Thombs moved the appointment; Councilmember Jimmy West seconded.
At 5:06 p.m., on motion by Councilmember Shearra Miller, seconded by Councilmember Jay Rhodes, the Council closed the Special Meeting and convened a closed session to consider a personnel matter under N.C.G.S. 143-318.11(a)(5) and (6). The Council reconvened at 7:20 p.m. and announced there was no action taken related to items discussed in closed session. The meeting was adjourned at 7:21 p.m. on a unanimous vote.
The actions affect Council scheduling, the composition and leadership continuity of the Redevelopment Commission, and an additional internal financial control by adding a potential countersigner role to the Purchasing Agent. No further meetings or follow-up steps were announced during the session.
