City staff explained that an earlier June bid returned about $103,000 and a later rebid produced a low Lincoln Creek proposal and a higher IEES proposal; the difference partly reflected estimated man-hours and placing equipment on a building listed on the National Register of Historic Places. James of city staff recommended Lincoln Creek's $39,650.60 bid as it allowed the city to retain additional repurpose funds for other projects.
Council approved the award by unanimous roll call.
What happens next: The contractor will proceed with electrical installation using CDBG repurposed funds and staff will manage project scheduling and historic-building placement constraints.
