York council approves multiple special-event liquor licenses and manager/premises recommendations

The City of York council unanimously approved several liquor-license and manager/premises recommendations at its Sept. 18 meeting.
Derek Keller, the applicant for Curtsy's Boutique, told the council he plans tasting-and-sales events on Oct. 22, Nov. 22 and Dec. 22 so customers can buy his distilled products at 723 N. Lincoln Ave. "They want to do kind of a holiday gift thing," Keller said, asking the council for approval to carry and sell his products at the boutique. Councilmembers expressed general familiarity with the format and approved the special designated license by roll call.
Rob Owens, an officer of Elks BPO York Lodge 1024, described a planned Oct. 11 parking-lot tailgate party that would be open to the public and fenced with a single controlled entrance. "We'll have a separate roll bar and it will be ID for everybody that comes up and we'll do wristbands," Owens said; the council approved the request.
On regulatory changes, councilors heard that the Holiday Inn Express (4020 Grand Ave.) is seeking a premises change to include the whole hotel (all four floors). The mayor noted that the police chief had reviewed the request and found it suitable; the council voted to recommend the amendment to the state.
Councilors also recommended a manager change for Shelley Lynn Strong at the Walmart (class D license 066995) after the police chief reported no objection.
All four items were approved by unanimous roll call.
What happens next: The premise amendment for Holiday Inn Express and the Walmart manager change are recommendations to the state authority that issues licenses; the special-event licenses take effect as scheduled if state-level paperwork is completed.
