City council approves multiple plats, a mover’s permit and vacates part of Metal Lane; annexation granted first reading

The City of York council on Nov. 20 approved a string of planning and development items following public hearings and staff presentations.
Planning staff and applicants presented four separate preliminary and final plats or replats (Arner subdivision lots 1–2; Commerce subdivision lot split at 2443 South Lincoln Avenue; Bella Vista Estates lots 12–15; and the Brush subdivision on East Oaks Road). Planning staff said each proposal meets city code and the planning commission recommended approval. Applicants and interested parties — including Amy Brooke, who described moving a house onto newly combined lots in the Arner subdivision; Jim Daws, who described a property sale and parcel split to accommodate a refrigeration business; and a resident identifying himself as George, who noted lot ownership and minor details — answered council questions.
Council also approved a special use permit to formalize prior zoning accommodations for a Hits to Towing property and a mover’s permit from Klaus Construction LLC to relocate a single-family home onto lots one and two in the Arner subdivision; planning staff confirmed the proposed move met setback and code requirements.
The council held a public hearing and conducted the first reading of Ordinance 2411 to annex a tract of land into the city so a planned house will sit inside city limits; the item was at first reading only and will return for subsequent readings. Separately, council suspended the rules and passed Ordinance 2412 to vacate a portion of Metal Lane to enable a land transfer; that ordinance passed on recorded roll-call votes.
Several of the planning items generated brief public explanation but no sustained opposition; the planning director and applicants answered technical and setback questions from councilmembers.
