At its Nov. 6 meeting the City of York Council adopted Resolution 2025-25 to establish a fine-waiver schedule for commonly issued city ordinance violations, a change the county judge requested to reduce court congestion and streamline processing of minor offenses.
Staff explained the schedule covers common municipal citations such as dog-running-at-large and unlicensed-dog citations, and noted that court costs assessed by the county court typically exceed ordinance fines. Council members discussed whether excessive/unlicensed cats should be included; the council voted to approve the resolution with an amendment to add cats to the waiver schedule.
Separately, the council read and accepted a resignation letter from Councilwoman Vicky Northrup, who cited ongoing health issues and frequent absences. Council members expressed appreciation for Northrupyears of service and indicated the mayor will appoint a replacement consistent with law. Council moved and voted to accept the resignation in open session.
The waiver schedule will be forwarded through the judicial process (county judges and state Supreme Court approval) as part of the normal implementation steps, and staff said the city can update the schedule if ordinance fine levels change.
