City council approves amended interlocal agreement to formalize joint communications agency with York County

The City of York council on Nov. 20 approved amendments to the interlocal agreement that formalize operations of a joint communications agency shared between the city and York County.
Mindy Gerkin, communications director at the York County Emergency Communication Center, described a series of changes the review committee recommended: appointments and removals for board seats assigned to the board of commissioners, a city council member and other entities will be carried out by those respective entities during duly convened meetings; the agency’s governing language for internal procedures was changed from “rules and regulations” to “standard operating procedures,” with the communications director authorized to provide suggested edits for the board’s consideration; meeting frequency language was updated to reflect that the board meets quarterly; obsolete start-up provisions were proposed for removal; the director would be available to answer budget questions during city and county budget discussions; a clause clarifying that each party retains Wline monies it receives was added; and the agreement explicitly referenced making NCIC/NCIS services available to law enforcement as requirements for access are met. Gerkin said the changes reflect current practice and simplify administration.
Councilmembers moved and seconded the amendment and voted in favor on roll call. The mayor noted the agreement had been reviewed by both the county attorney and the city attorney and that the bodies would revisit the agreement periodically as circumstances change.
