York council approves minutes, vendor claims and three liquor-license manager changes

The City of York council met March 5 and approved a set of routine consent items, including the Feb. 19 meeting minutes, two listed claims, the claims for the Feb. 20–March 5 period, and three recommended liquor-license manager changes.
The council opened with a motion and second to approve the Feb. 19 minutes, which passed on a roll-call vote with all members recorded as voting yes: Lopez, North, Shepard, Postier, Wilkinson, Vanes, Piper and McGregor.
Two claims were presented as claims of elected officials. The first was for Tony Nord of North Printing and Office Supply in the amount listed as $461; the council approved that payment with Councilmember North recorded as abstaining. The second listed claim referenced Steven Poster and an affiliation with the York County Development Corporation; the amount in the transcript is unclear. The first recommendation named David Stab, doing business as Pizza Hut of York (2012 S. Lincoln Ave.), as manager on retail class A liquor license 014289; the police review reported no issues and the council approved the appointment by roll call. The council then recommended Patricia Elliott of Mason Enterprises, Inc., doing business as Kirk’s Corner (1027 N. Lincoln Ave.) as manager on a retail class D license, and approved that appointment. Finally the council approved a similar recommendation naming Patricia Elliott for Mason Enterprises 2, Inc., doing business as Kurt Corner 2 (3904 S. Lincoln Ave.) as manager on retail class D license 124506.
Each manager change was presented as a consent-style item and was approved on council voice/roll-call votes. The meeting closed after roughly six minutes of business.
Actions taken: approval of minutes (Feb. 19, 2026), approval of two vendor/elected-official claims (one abstention recorded), approval of claims for Feb. 20–Mar. 5, 2026, and approval of manager changes for three liquor licenses. The council did not take other substantive policy actions at this short meeting.
