Kings Mountain awards $972,439 engineering contract for PHMSA gas modernization grant work

Natural Gas Director David Warlick told the council on April 14 that the city had accepted a Pipeline and Hazardous Materials Safety Administration (PHMSA) grant of $9,609,485 for revitalizing and modernizing the natural gas distribution system. Warlick said staff completed a public RFQ process, interviewed the top firms and obtained PHMSA approval of the selection process.
Staff recommended awarding the professional engineering services contract to Magnolia River, which Warlick said acquired Heath & Associates in 2024 and maintains a local office on King Street. Warlick said Magnolia River prepared the grant application and has experience in NGDISM grant administration, engineering, permitting and inspection for the city's system.
Council unanimously approved a professional services contract in the amount of $972,439 and authorized the City Manager to execute the contract. The services are described as grant administration, engineering, permitting and inspection to support implementation of the PHMSA NGDISM grant projects.
