Finance Committee raises public-works low-bid threshold from $25,000 to $50,000

The Green Bay Finance Committee on June 30 approved revising General Ordinance 12-26 to raise the responsible-bidder approval threshold from $25,000 to $50,000 for public-works construction contracts.
Staff told the committee the change reflects recent state-level adjustments and applies specifically to public-works construction. An alder asked whether the change would prevent the council from favoring a local printer for other types of purchases; staff clarified that the ordinance revision applies to construction contracts and that departments would continue to obtain multiple quotes for procurements under $50,000.
Staff also noted that sealed-bid procedures remain in effect for public-works construction over $50,000 and that if an estimate exceeds $10,000 a public notice in the newspaper is still required.
Alder Shelton moved to approve the ordinance revision; Alder Presley seconded. The committee adopted the change by voice vote.
