Kewanee council approves FY2020 street-maintenance plan using surplus and fuel tax

The Kewanee City Council unanimously approved Resolution #5142 on March 25, authorizing the city’s fiscal 2019–20 maintenance program for streets and highways. Council Member Steve Faber moved the resolution and Council Member Michael Yaklich seconded; the measure passed on a 5–0 roll-call vote.
Mayor Steve Looney noted that the map included in the packet did not reflect the full scope of planned improvements. City Manager Bradley told the council Motor Fuel Tax revenues bring in around $350,000 a year and that the proposed program would cost about $455,000, using some prior-year surplus to fund the difference. Bradley also said a Federal Aid Urban route project, if awarded, would improve East Street between Second and South streets, and that sidewalk intersection work would be supplemented by non-home rule sales tax and, where applicable, Tax Increment Financing funds.
Council members complimented staff on the draft program. The resolution formalizes the city’s list of planned maintenance projects for the coming fiscal year and authorizes spending consistent with the revenue sources Bradley described. The council did not amend the resolution during the meeting.
The next steps include proceeding with the planned bid, grant and contract processes; staff will return to the council with project-level details and timelines as awards and schedules are confirmed.
