Zachary council approves CDBG water project and several infrastructure pay requests

The Zachary Mayor and Council on Nov. 12 approved the FY2020 Community Development Block Grant for the Water System Improvement Project and signed off on a series of contractor pay requests and project completions affecting road, water and police-station projects.
At a public hearing opened and closed by Mayor David McDavid with no public speakers, the council approved the FY2020 CDBG water project. The motion to approve the grant was made by Councilman John LeBlanc and seconded by Councilwoman Ambre DeVirgilio; Westmoreland, LeBlanc, DeVirgilio and Graves voted yes and Councilmember Jennifer Boyd was absent.
The council also approved several contract-related actions: a final change order (deduction) for Contract No. 2 of the Concrete Crack Sealing Road Project, Pay Request #5 to Gulf States Services, LLC, and a Substantial Completion Certificate for Contract No. 2. Motions on these items were moved and seconded by councilmembers and recorded as passed by the four members present.
Council approved Pay Request #1 for the 2024 Road Rehab Project to M-Trak, Inc., and Pay Request #8 for LCDBG Water System Improvements Contract #2 for a new water well; both motions were recorded as passed with the same four members voting yes and Boyd absent.
The council approved Pay Request #21 for the Zachary Police Department (ZPD) new police station to Stuart & Company, LLC. The council voted to table Pay Application #007 submitted by Strickland & Porter Construction for Zachary Youth Park restrooms; the motion to table was approved and the item will return for further consideration.
The Council received accounts payable for October 2024 and authorized the natural gas bill to be received and recorded when available. The meeting record shows consistent procedural motions with votes entered for each approval.
