DuBois swears in Joseph Fleming as city manager; pledges focus on fiscal stability and service

Joseph Fleming was sworn in as city manager of DuBois during the city council meeting on July 1, 2026. President Judge Paul Cherry and Judge Josh Mains administered the oath of office as Fleming pledged to discharge his duties “with fidelity” and to uphold the constitutions and ordinances that govern the city.

The new manager told the council he would “support, obey and defend the Constitution of the United States and the Constitution of the Commonwealth of Pennsylvania” as he assumed the role. In remarks after the oath, Fleming said he was committed to “building on that foundation by working collaboratively, managing responsibly, and leading with integrity and transparency.”

Mayor J. Barry Abbott and council members welcomed Fleming and praised the work of outgoing interim staff. Several council members thanked Ben and Lisa for their transitional leadership during the city’s consolidation, and the council recognized retiring employees and recent emergency response efforts by public safety and public works staff.

Fleming outlined immediate priorities of supporting staff, bringing financial stability, enhancing service delivery and fostering economic opportunities. He said he values open communication and community engagement and asked for partnership from council and residents as he begins the job.

The ceremony included family introductions; Fleming’s wife and daughters stood with him as he addressed the council. The council closed the meeting by welcoming Fleming and noting upcoming Fourth of July events.
