Council reviews health-insurance fund balance, approves bills and payroll

The Kewanee City Council on Feb. 11 discussed the balance of the city’s health-insurance fund, approved routine payroll and vendor bills, and raised questions about utility and phone-account charges.
City Manager Bradley compared the current health plan to a government benchmark but the insurance consultant could not attend because of weather. Council members discussed the city’s minimum fund-balance policy and the principle that enterprise funds should operate like businesses. Council Member Michael Yaklich said he favored transferring the required funds and meeting with staff; Council Member Steve Faber asked staff to investigate changing the stop-loss threshold from $60,000 to $40,000. The council agreed to continue the discussion at the next meeting when the consultant can attend.
On routine financial matters, the council approved payroll for the period ending Feb. 2, 2019 in the amount of $197,512.95 and approved bills totaling $393,005.98. Council Member Yaklich flagged a high electric bill at the animal-control facility; Grounds Maintenance Manager Newton said the facility is all-electric and that the account will be moved to the contracted electric provider after six months of usage. Yaklich also asked about disparate Frontier phone bills; City Clerk Melinda Edwards explained the variance stems from differing numbers of lines on each account.
No formal policy change was adopted at the meeting; staff will return with the consultant and supporting documentation for further consideration.
